Job Advert Summary Rand Water is currently looking for a Quality Assurance Officer to enhance control, governance, compliance and risk management by conducting ongoing quality review of the work of the IPA Division. Responsible for Research and development of emerging trends in Integrity and Probity Assurance (GRCE) and that IPA audits and investigations and activities comply with best local and international best practice standards. Training and development within the Division. Perform QAR Self-Assessment prior to external Review
Minimum Requirements Essential qualifications are: • BComm, B Tech or equivalent qualification in IPA Audit Compliance quality assurance • CFE or ICFP or Compliance certified Accreditation • Appropriate Quality Assurance or Compliance qualification • Plus 5 years IPA, Quality or Compliance experience Desirable qualifications (added advantage) are: • Understanding of a GREC Based Audit Approach • Knowledge of ACFE / ICFP / Compliance Standards • Knowledge of PFMA, Companies Act and Corporate Governance. • Knowledge of International Financial Reporting Standards, GAAP and the VAT Act. • Performed a QAR in an audit environment • Experience in using IPA related software (using ACL, IDEA, Encase, barnowlor another tool). • Principles of Project Management • Working knowledge of SAP • Background Knowledge of ISO standards on Integrated SHEQ Auditing
Primary Duties Perform Review of IPA Investigation and Audit reports and files to ensure compliance with legislative IPA Charter and policy requirements, RW processes and ACFE / ICFP best practice standards. To add value to the organisation by conducting organisational, divisional and departmental risk Impact Assessment (High Level Overview). To provide Training Program for all IPA Assurance Providers. Conduct Research and Development for emerging trends in IPA industry. Liaise with relevant role-players on new developments Review technical articles written by Internal Auditors prior to publishing in magazine internal and external Coordinate IPA Client Management within Rand Water. Monitor IPA Performance Targets Review the quality of IPA Reports to ensure compliance with standards. Review Charters, policies and procedures for Internal Audit. Follow up on QAR corrective actions.
Knowledge • Fully computer literate with specialist knowledge of financial systems, forensic and accounting data mining and detection systems. • Extensive knowledge of the Laws of Criminal Procedure and Evidence and relevant Labour Legislation. • Thorough working knowledge of Information Management Systems and procedures. • Extensive specialist knowledge of white collar and other corporate crimes. • Extensive knowledge of all applicable legislation such as the Corruption Act, Proceeds of Crime, Money Laundering, Public Entities legislation and Basic conditions of employment act. • Extensive management experience in compiling, presenting and managing internal divisional budgets (Compilation and control) Corporate Security and Crime Risk experience at management level. • IPA related management experience • Sound knowledge of Internal controls, Risk Management Framework, Governance Framework, Legislative framework and GREC frameworks • Managerial experience • Business acumen • Interpersonal and communication skills • Professional attitude • A valid Motor Vehicle Driver’s License (Code 08)
